Since I haven't been in all of the cloud teleconferences, not sure if this has come up -- however, I would recommend basing our cloud registration information model on Presence Information Data Format (PIDF).
PIDF is an active work item in one or more IETF working groups, and is defined using "dialects" of the base PIDF (I think defined in RFC 3863).
The specific dialect of PIDF that I was thinking about would be PIDF-LO for location information, and the base PIDF to indicate the availability ("presence") of a printing target (or print manager).
In addition to explicit GEOPRIV information, there is civic locators, and we can also possibly define an extension to the dialect if we identify some item of useful information not found in any current PIDF dialect.
Possible extensions to the "standard" presence information formats would be to satisfy the types of semantics we would require, such as a presence extension for printer enumeration, and other items of info that a print-manager might want to relate to a service.
