[Cloud] NIST cloud def is now an SP draft

I think I must have missed out on some big argument in the cloud group.
Sorry if I stepped on a hornet's nest. But since I have, my two cents is
that without things like email and (especially) transforms, cloud imaging is
really, really boring.
