[Cloud] Stepping down as Cloud WG Co-Chair

Unfortunately at this point in time, I am stepping down as Cloud WG Co-Chair due to time constraints. You'll still see me around this list (and the rest of the PWG Work Groups), but I will no longer be chairing Cloud.
