Impression contains both highlight color and full color... how is it counted?
Answer - Full color (always count in terms of highest use). This notation
added to definitions for Full Color and Highlight color.</font>

hyphenated but highlight-color is not? Let's have it one way or the other.

requirements. Why did we do Counters, what industry problem does it address,
what are the high-level design imperatives. </font>

Ira has agreed to review definitions for proper sources. Others are invited
to participate in this activity.</font>
